15 Freelance Web Designers in Singapore (2026)
Compare 15 freelance web designers and developers in Singapore, each checked on their own website, plus how to hire one safely and when an agency fits better.

The short answer
- 01
Check the portfolio, not the profile. Every freelancer here has their own website with real client work. Open it on your phone.
- 02
Ask who builds it. Some freelancers design only and pass the build to a developer. Know who you are working with.
- 03
Protect yourself. Domain, hosting and logins in your name, milestone payments, and a plan for when your freelancer is away.
A good freelance web designer gives you a personal service and a site built by the person you briefed. The trade-offs are capacity and cover: one person can only take on so much, and is hard to replace if they go quiet.
Below are 15 Singapore freelancers with real client work on their own websites, what each one builds and on which platform, and how to hire one safely.

Not a freelancer: a small Singapore web studio that gives you one main contact, with a team behind them.
If you like the idea of a freelancer but worry about cover and capacity, a small studio sits in between. You work with one main contact, while designers, writers and developers share the work, so leave, illness or a busy month do not stall your project.
We design and build on WordPress, Webflow, WooCommerce and Elementor, or custom-code an AI-powered website, and look after sites after launch with maintenance plans. AI speeds up research, design and testing, with our team making every call.

Freelancer, small studio or agency?
A freelancer is often the right choice for a small business site with a clear brief. Consider a studio or agency when the project needs several skills at once (design, copy, development, SEO), connects to other systems, has a fixed launch date, or needs dependable support after launch.
If that sounds like your project, our guides to web design companies in Singapore and how to choose a web design agency are a good next step.
How to hire a freelancer safely
Most problems with freelancers come from things that were never agreed in writing. Cover these before you start:
What the quote should list
Ask for an itemised quote: number of pages, copywriting, images, rounds of changes, SEO setup, training, fixes after launch and maintenance. Anything not listed is probably extra.
Payments and paperwork
Pay in milestones rather than everything upfront. Ask whether they invoice under a registered business, and whether the quote includes GST.
Designer, developer or both?
Some freelancers design and build. Others design only and pass the build to a developer. Both can work well, but ask who will build your site and who you contact if something breaks.
What if your freelancer is away or stops replying?
This is the main risk of working with one person, and it is easy to manage:
- Keep the domain, hosting and admin logins in your own name from day one.
- Ask for a copy of the design files and a backup at launch.
- Agree who covers during leave or illness, if anyone.
- Keep theme and plugin licences in your name, so updates keep working.
With these in place, any other developer can take over the site if you need them to.
Where to find freelance web designers in Singapore
- Their own websites. The best way to see real work. Everyone in this list has one.
- Google Business listings and referrals. Reviews and word of mouth from other business owners.
- Marketplaces such as Upwork, Contra and Fiverr. Convenient, but check that the person is in Singapore if that matters to you.
- Platform directories for Webflow, Shopify or WordPress experts, if you already know your platform.
PDPA and your contact forms
If your site collects names, emails or phone numbers, it needs to follow the PDPA. Ask your freelancer to add clear consent wording to forms, and agree where form submissions go and who can see them.
After launch
Someone needs to update the site’s software, run backups and fix problems. Agree whether your freelancer offers this, and at what cost, before launch. If not, a website maintenance company can look after it.
How we chose these freelancers
Everyone here works independently or as a very small, founder-led practice, is based in Singapore, and has a working portfolio website with client projects. Each entry is written only from what their own website says.
Since our last update we removed 12 people: some sites no longer exist, some freelancers have moved into full-time roles or agencies, and a few only had marketplace profiles we could not verify. We re-check this list every quarter.
When to talk to a studio instead
Many businesses start with a freelancer and later outgrow one person. If your project needs design, copy and development together, connects to other systems, or needs a team behind it after launch, talk to us or see our web design service.
Frequently asked questions
How much does a freelance web designer cost in Singapore?
It depends on the number of pages, whether you need copywriting and photos, the platform, features such as booking or online payments, and how many rounds of changes are included. Ask each freelancer for an itemised quote against the same brief.
Should I hire a freelancer or an agency?
A freelancer suits a small, well-defined site with a clear brief. An agency suits projects that need several skills at once, integrations, tight deadlines or ongoing support from a team. Many good freelancers will tell you when a project is too big for one person.
Where can I find a freelance web designer in Singapore?
Search for freelancers' own websites and Google Business listings, ask for referrals, or use marketplaces such as Upwork, Contra and Fiverr. Whatever the source, check real client work on their own site before you hire.
What happens if my freelancer stops replying?
This is the main risk of working with one person. Keep the domain, hosting and admin logins in your own name from day one, ask for a copy of the files, and agree who covers for them during leave. Then any other developer can take over if needed.
Do freelancers charge GST?
Only if they are GST-registered. Many freelancers are below the GST registration threshold and do not charge it. Ask whether their quote includes GST and whether they invoice under a registered business.
Can a freelancer build an online store?
Many can, usually on Shopify or WooCommerce. Check that they have built stores before, ask who sets up payments and shipping, and agree who looks after the store after launch.
