Google Ads agencies in Singapore

The short answer

  1. 01

Keep the Google Ads account in your company's name. Create it yourself, stay the admin and link the agency's manager account, so the history and conversion data stay with you.

  2. 02

Check Partner badges on Google's own profile. Google Partner and Premier Partner are earned on spend, optimisation score and certifications, and a genuine badge links to the agency's Partner profile.

  3. 03

Compare fees, terms and tracking in writing. Ask how the fee is worked out, the minimum term, which enquiries are tracked and who builds the landing pages.

The best Google Ads agency in Singapore runs the campaign types you need and keeps the ad account in your company’s name. It should also put its fee and minimum term in writing, and track real enquiries rather than clicks.

What happens after the click matters too, from the page people land on to tracing each enquiry back to its keyword. That is the part we work on as a web agency that designs landing pages.

Last checked: October 2026. Every agency was checked on its own website and is listed alphabetically. Google Partner status is shown as each agency states it.

Which is the best Google Ads agency in Singapore for you?

  • Fee model and no lock-in stated on their sites: KPI Media, MediaPlus Digital, Upscaled
  • Published contract terms and WhatsApp tracking: Hunters Digital
  • Google Ads with landing pages built in: Activa Media, Brew Interactive, Impossible Marketing, Khepri Digital
  • Premier Partner status, as each agency states it: Digital Squad, Heroes of Digital, KPI Media, OOm
  • Google Ads as part of a wider marketing plan: 2Stallions, Fenzo Digital, NEO360

SEM, PPC and Google Ads: what is the difference?

The three terms overlap, which is why agencies use them interchangeably. SEM (search engine marketing) is paid advertising on search engines, and PPC (pay per click) is the pricing model behind it, used for social and display ads too.

Google Ads is Google’s ad platform, which runs search, Shopping, display, YouTube and Performance Max campaigns.

In Singapore, almost every SEM agency is a Google Ads agency first. Some also manage Microsoft Ads, which shows ads on Bing, and many run Meta, TikTok or LinkedIn ads alongside. If you only need search ads, check that the agency’s search team is not stretched across every platform.

What does a Google Ads agency do each month?

Most of the work happens inside your Google Ads account and in the reports that come out of it. A typical month covers:

  • Keywords and search terms: adding keywords that bring enquiries and blocking the search terms that waste budget.
  • Ads and assets: testing headlines, descriptions, sitelinks and images.
  • Bids and budgets: moving money towards the campaigns and keywords that bring results.
  • Conversion tracking: checking that forms, calls, WhatsApp taps and sales are still recorded after site changes.
  • Landing pages: suggesting changes, or building pages if that is part of the plan.
  • Reporting: enquiries or sales, cost per result, and what changes next month.

If a report only shows clicks and impressions, ask for enquiries and cost per enquiry. Those are the numbers that tell you whether the ads pay for themselves.

What does Google Partner or Premier Partner status mean?

Google Partner is a badge Google gives agencies that meet three requirements, which Google checks daily:

  • an optimisation score of at least 70%
  • at least US$10,000 of ad spend across managed accounts over 90 days
  • at least half of the account strategists certified in Google Ads

Premier Partner goes further. The agency must also be in the top 3% of participating companies in its country, which Google works out once a year from client growth, retention, ad spend and use of products beyond search. Source: Google Ads Help, How to become a Google Partner or Premier Partner.

Comparison of Google Partner and Premier Partner: optimisation score of at least 70% for both, US$10,000 of ad spend over 90 days for both, at least half of strategists certified for both, top 3% of participating companies in the country for Premier Partner only, requirements checked daily for both, with the top 3% decided yearly for Premier Partner, and both checked on the agency's Google Partners profile
What Google requires for each badge, from Google Ads Help.

The badge tells you an agency spends enough with Google and keeps its accounts in reasonable shape. It does not tell you how the agency reports to you, how fast it replies or whether it understands your industry.

To check a badge, click it. Google’s badge guidelines say a Partner or Premier Partner badge shown online must link to the company’s public Partner profile, and only qualified partners may show it (Google Partners badge guidelines). If the badge links nowhere, ask the agency for its profile link.

Who should own your Google Ads account?

Your business should. The account holds years of search term data, conversion history and audiences, and an agency that owns it can take all of that with it when you part ways.

Steps to keep your Google Ads account in your name: create the account with your company's email and billing, keep admin access for two people in your company, accept the agency's manager account link request, keep GA4 and Tag Manager in your name too, and unlink the agency if you switch, keeping the account history
Set the account up this way before the agency starts, not after.

In Google Ads, only an admin can add or remove users, accept or reject manager account links and unlink a manager account, and Google suggests having a second admin so you are not locked out if one person leaves (Google Ads Help, access levels). Agencies work through a manager account linked to yours, so they never need your login.

Some agencies in this list state on their own sites that you keep the account, including MediaPlus Digital and Upscaled. Whoever you choose, put it in the contract, and own your Google Analytics property and Google Tag Manager container the same way.

How do Google Ads agencies in Singapore charge?

You pay for two things. The ad spend goes to Google, usually charged to your card or invoiced to your account, and the agency charges a separate fee for managing it.

Comparison of four Google Ads agency fee models: a flat monthly fee, a fee tiered by ad budget, a percentage of ad spend, and performance terms, with how each works and what to ask about each
Four common fee models, and the question to ask about each.

Few agencies publish their rates. Several in this list describe their model on their own pages: KPI Media ties its fee to your ad budget tier, OOm sells monthly packages separate from ad spend, and Hunters Digital states a 3-month minimum followed by rolling monthly terms with 30 days’ notice.

When you compare quotes, check:

  • whether ad spend is paid to Google directly or passes through the agency, and if so, whether there is a markup
  • the minimum term and notice period
  • whether landing pages, tracking setup and ad creative are included or quoted separately
  • whether prices include GST (prices shown to customers by GST-registered businesses must include it)

Results depend on your market, offer, budget and website. Where an agency offers a guarantee, read the conditions and how results are measured.

Questions to ask a Google Ads agency before you sign

Checklist of questions to ask a Google Ads agency in Singapore: who owns the ad account, whether you will have admin access, how the fee is worked out, the minimum term and notice period, which conversions are tracked, whether WhatsApp and call taps are tracked, who builds the landing pages, what the monthly report shows, who manages your account day to day, and the Google Partners profile link
Send the same questions to every agency on your shortlist and compare the written answers.

The answers tell you more than a case study. An agency that explains its tracking, fees and reporting clearly is usually easier to work with when results need to improve.

Google Ads can only optimise for what it can see. If your enquiries come by form, WhatsApp and phone, each one needs to be tracked as its own conversion, tested before the campaign spends anything.

Calls are the tricky part here. Singapore is not on Google’s list of countries for Google forwarding numbers, so Google Ads can count taps on your phone number but not the calls themselves. Ask your agency how it will compare those taps with the calls you actually receive.

Your lead form also has to follow the PDPA:

  • ask only for the details you need to reply
  • say what you will use them for, next to the button
  • keep marketing consent as a separate choice that is not ticked by default, since silence or inaction is not consent

If your sales team follows up enquiries by phone, SMS or WhatsApp with marketing messages, check the Do Not Call Registry first unless you hold clear and unambiguous consent in evidential form; check results are valid for 21 days. Our guide to PDPA for websites in Singapore covers forms, cookies and analytics in more detail.

Clinics, property agents and financial services have extra advertising rules, and Google asks financial advertisers to verify before their ads run. If you are in one of these sectors, ask the agency which campaigns it has run under those rules.

How landing pages affect your Google Ads results

Google rates landing page experience as one of the three parts of Quality Score, its measure of ad quality. A page that repeats the keyword and the ad, works well on a phone and asks for one clear action gives the same budget a better chance than a general homepage.

Steps from a Google search to a tracked enquiry: the search, the ad, a landing page that matches it, the enquiry by form, WhatsApp or call tap, and tracking that sends the conversion back to Google Ads so budget moves to the keywords that bring leads
Each step after the search affects what your ads appear to achieve.

Some agencies in this list build landing pages; others review them and leave the build to you. This is where we help. We design landing pages for Google Ads matched to each ad group, and our website tracking records forms, WhatsApp taps and call taps as separate conversions in GA4 and Google Ads. For what Google checks on a landing page, see landing pages for Google Ads in Singapore, and tag your other campaigns with our free UTM builder so every channel shows up clearly in your reports.

Running other channels alongside Google Ads?

Many businesses pair search ads with social ads, since people often see a Facebook or Instagram ad first and search for the brand later. Our list of Facebook and Instagram ads agencies in Singapore covers that side.

How we chose these Google Ads agencies

Every agency here offers Google Ads, SEM or PPC management, has a Singapore office or company, and has a Google Ads service page with enough detail to compare. Each entry, Partner status included, comes only from the agency’s own website.

Agencies whose pages we could not check are left out until the next review. We re-check this list every quarter.

Getting more enquiries from your Google Ads

Your agency runs the campaigns, and we can build the pages they point to and the tracking that shows which keywords bring enquiries. Talk to us or see our landing page design service.

Frequently asked questions

What is the difference between SEM, PPC and Google Ads?

SEM (search engine marketing) means paying for ads on search engines. PPC (pay per click) is the pricing model, where you pay when someone clicks, and it also covers social and display ads. Google Ads is Google's ad platform, the one most Singapore SEM agencies manage.

How much does a Google Ads agency cost in Singapore?

You pay two things: the ad spend, which goes to Google, and the agency's management fee. Common fee models are a flat monthly fee, a fee tiered by ad budget, or a percentage of spend. Few agencies publish their rates, so ask each one for a written breakdown and whether it includes GST.

What is a Google Premier Partner?

A Google Partner meets Google's requirements for optimisation score, ad spend and certified staff. A Premier Partner meets those and ranks in the top 3% of participating companies in its country, which Google decides once a year. A genuine badge links to the agency's Google Partners profile.

Who owns the Google Ads account when I hire an agency?

It should be your company. Create the account with your own billing, keep admin access for at least one person in your company, and link it to the agency's manager account. If you part ways, you unlink the agency and keep the account and its history.

Is there a minimum contract with a Google Ads agency?

It varies. Some agencies in this list state there is no lock-in, and one states a three-month minimum followed by rolling monthly terms. Ask for the minimum term and notice period in writing before you sign.

Should I run Google Ads myself or hire an agency?

If your budget is small and someone in the team has time to learn Google Ads, start yourself with one campaign and good conversion tracking. Hire an agency when spend grows, when you need several campaign types, or when nobody has time to check the account every week.

Can I get a grant for Google Ads in Singapore?

The Productivity Solutions Grant closed to new applications on 29 September 2026 and Enterprise Singapore's EDGE grant replaced it. Ad spend is a running cost, so do not assume it is covered. Check the current EDGE rules on Enterprise Singapore's site and ask the agency which activity its package falls under.
